                  [ Xin Hua News, June 4, 2002 ] Recently, banners and flags were fluttering about and the 
                    sound of drums was filling the air at the construction site 
                    of the two 330-thousand-kilowatt-generating units, which is 
                    the third phase of the extension of the Dalad Power Plant 
                    project. As soon as Zhou Dehai, a Vice Chairman of Inner Mongolia 
                    Autonomous Region (IMAR), gave the command to lay the foundation 
                    of the project, sounds of engines of large excavators and 
                    fork-lift trucks started being heard at that moment, another 
                    hallmark project of the state-sponsored "Western Power 
                    To the East" plan has initiated its construction in Inner 
                    Mongolia.  
                    
                  Dalad Power Plant, having the total capacity of five million 
                    kilowatts, has already completed its first and second phases 
                    of the extension project by setting up four 330-thousand-kilowatt-generating 
                    units. This third phase of the project, including the establishment 
                    of the two 330-thousand-kilowatt-generating units, involved 
                    a total sum of 2.268 billion yuan invested. On May 22, the 
                    59th standing committee of the State Council authorized the 
                    third phase of the extension project of the Dalad Power Plant. 
                    Inner Mongolia Power Company, Beijing International Electric 
                    Power Development Corporation and Guohua Power Company invested 
                    in the construction in a ratio of 4:3:3. The project is planned 
                    to be put to use within the "tenth five-year plan" 
                    period. The three parties who have invested in the project 
                    will operate according to the norms of the modern enterprise 
                    system, and will establish Jingda Eelectric Power Limited 
                    Company of Inner Mongolia. At present, all works of the third 
                    phase of the extension project have achieved scheduled results, 
                    and the construction is basically up to working standards.
