搂发菜铁耙再度席卷阿拉善草原


    新华社呼和浩特5月15日电(包秀文  曾林松)  大批搂发菜者近日再度席卷阿拉善草原,疯狂地搂采发菜,使原本脆弱的草原生态遭受严重破坏。

一些不法农民到内蒙古自治区去搂发菜,严重破坏植被,成了沙尘暴的主要风沙源之一。
 


    
入春以来,内蒙古阿拉善左旗雨水充沛,植被恢复较好,大批来自宁夏、甘肃的农民及闲散人员来此搂采发菜。他们在草原上安营扎寨,砍伐灌木,烧火做饭,同时还偷宰牧民牲畜,偷盗财物,对抗草原执法管理人员,引发了数起纠纷和伤亡事件,给当地牧民正常生产、生活秩序和地区稳定造成了极大威胁。

据不完全统计,从1990年至1998年间,阿拉善左旗每年入境采搂发菜人员近10万人次,破坏草原达3000万亩,偷杀、盗窃牲畜2000多头(只),造成直接损失2000余万元。1997年,内蒙古、宁夏联手制止宁夏农民进入阿拉善草原搂采发菜,宁夏发布了禁止外出搂发菜、挖甘草的通知。1999年,国家明令取缔发菜市场。阿拉善左旗借此契机加大了对搂发菜者的清理力度,搂发菜大军由此数量大减。

今年,面对再次大量涌入阿拉善左旗的搂发菜者,旗政法委组织公安、草原监理部门,展开了5次集中清理行动,共清理了500余名搂发菜者、20多台车辆,并没收了搂采工具和发菜,在一定程度上遏制了搂采发菜态势的蔓延。但由于阿拉善左旗地域辽阔,入境线长,搂发菜者众多,行动分散,而管理人员少,这场保护草原生态的斗争,呈现出艰难持久的拉锯状态。
